(The VICP, created by Congress in the National Vaccine Injury Act of 1986, established a non-judicial adjudication process, administered by the Secretary of HEW, for the initial handling of all claims arising under the circumstances covered by the act. The purpose of this study is to see whether the VICP mechanisms might serve as an alternative dispute resolution model for future mass tort cases, or whether some of the case-management procedures the VICP employed to manage scientific and medical evidence might be utilized in traditional tort legislation.)
