on Mass Torts to the Chief Justice and the Judicial Conference of the U.S.: var. pag., Wash., FJC, Feb. 15, 1999. (The “Working Group,” chaired by
Judge Anthony Scirica, was formed to provide a forum through which relevant input from all interested committees of the Judicial Conference could be
solicited on the question of reform of the rules and procedures for mass tort actions. The Working Group eventually numbered representatives from five
Judicial Conference committees and one from the Judicial Panel on Multidistrict Litigation. The report provides a broad survey of possible solutions
involving legislation, rules changes, case management, and education, and concludes with a recommended protocol for further action.)
