Recommended Procedures for Handling Prisoner Civil Rights Cases in the Federal Courts, prep. by the FJC Prisoner Civil Rights Committee, xi+114p,
Washington, FJC, 1980. (The Committee issued interim reports in Jan. 1976 and May 1977. The interim reports (not available on LLMC) recommended certain
procedures for handling of pro se petitions. A subsequent survey sought to determine the extent to which those procedures were being adopted and to
solicit suggestions. The results of that survey influenced this final report. In 1982 the Judicial Conference of the U.S. formally urged the district
courts to implement the procedure and suggested forms provided in this final report. See also the related write-up for Sensenich’s Compendium of the Law
on Prisoners’ Rights (LLMC Number 95391). A follow-up and update of this report was issued in 1996 as Resource Guide for Managing Prisoner Civil
Rights Litigation (LLMC 99017)).
