Role of Magistrates in Federal District Courts: by Carroll Seron, x+104p, Wash., FJC, Dec., 1983. (The office of magistrate was introduced into the
federal courts by the Magistrates Act of Oct., 1968; which was significantly amended in 1976 and 1979. Congress intended that judges in each district
court, constrained only by general guidelines laid out in the act, would establish the responsibilities and duties of their magistrates in response to
the local circumstances and needs. The purpose of this study, based on a survey of 191 full-time magistrates in 82 district courts, was to identify
the variety of experiences and scope of authority accorded to magistrates in the various districts. )
