The preface states that this book focuses on the legislation of 1891, establishing the federal circuit courts of appeals. It prints those enactments “together with the general statutes which govern the appellate jurisdiction of the federal courts, the general practice statutes enacted since the Revised Statutes and the rules of the Supreme Court.” Chapter 3, on the jurisdiction of the federal courts, is supplemented with editorial comments and annotations to cases construing the laws. This volume includes a general index.
