(These five claimants requested a partial refund of duties collected by U.S. customs officials for payments they made for shipping baled hay from
Canada to the U.S. between 1870 and 1882. In its answer the U.S. argues that Section 2516 of the Revised Statutes of the United States provided that the
duty of making classifications was vested in the Collector of Customs. In 1868 the Treasury Department instructed customs officials that baled hay
should be assessed at 20% . The U.S. Answer then provides a detailed discussion of case law.)
