Readjustment Act of 1944, the “G.I.Bill,” gave returning servicemen the fight to subsidized higher education, thus reshaping American society. The management
of this entitlement was assigned to the Veterans’ Administration, and appeals from the decisions of the Administrator of Veterans Affairs relative to
the new entitlement went initially to a body within the Veterans’ Administration termed the Veterans’ Tuition Appeals Board, the members of which were
appointed by the Administrator. In an act of 13 July 1950, seeking to make the appeals process more independent, Congress created the Veterans’
Education Appeals Board, a separate agency of the Federal Government. The decisions in these two volumes are arranged chronologically from the first
decision of the new Board in January, 1951, to the end of its existence in October, 1957. An index/digest covering both volumes begins at p. 1845 of Vol. 2.)
