Committees on Internal Improvements and on Corporations asked for a special committee to investigate everything about the canal. [Apparently, there was
talk that the lease had been improperly let.] Look at the lease, administration, accounts, and suggest what new laws were needed to protect the
interests of the state. The lease was granted to the high bidder, Richard Taylor, in March 1866. There was reference to several accompanying documents.
The Board of Public Works was to examine the canal and wharfage every year and report on the state of the project to the Governor. The Board was
authorized to shape the basin to best serve the commercial interests of New Orleans. The lease was modified in 1867 so as to widen the canal and enlarge
the basin. A rent requirement was removed, but the job had to be done in five years. There were good reports by the State Engineer, Deputy State
Surveyor, Attorney-General, and others.
