House No. 34 The Committee on the Judiciary reported: An Act establishing the City of Boston, 1842. This act repealed the establishment act of
1822. Boston was declared a municipal corporation, governed by a Mayor, an eight person Board of Aldermen, and a Common Council of 48 people; as a
group, they were the City Council. An annual election meeting was held on the second Monday of December. There were lengthy, detailed directions for the
election of each group, followed by the same for the school committee and the overseers of the poor. There were instructions for electing clerks for
each body. The mayor was paid, and his list of task was long. The City Council had tasks, as well. There were directions for the election of
legislators, both state and federal. The City could redistrict itself every ten years. The voters had to accept the new arrangement or it was void.
