expenses of government. If the government taxes all to benefit just a few, where does that end? The minority argued against the horizontal tax.
Massachusetts should stand firm on discriminating tariffs and fight any tax that yielded more than was needed. Resolves: The federal government had no
power to raise money by taxation unless it was for revenue. Congress had to discriminate in tax schemes so as not to impact the necessaries of life. It
