SEE ALSO 53587 House No. 28 An Act relating to the duties of County Commissioners, 1842. Whenever the Commissioners had determined a damage
amount for property impacted by a highway or other improvement, no payment could be made until the property was actually possessed and used. If the
project were abandoned before possession, there was no payment. There were four more hypotheticals about damages and payment. The same thinking applied
