House No. 11 A Special Committee of the House offered a preamble and resolutions: the people of Massachusetts had borrowed money, but some feared it would not be repaid. Resolved, Massachusetts would keep its promises. Resolved, "repudiation" was another word for "fraud." Resolved, the House protested against a doctrine which mocked public faith.
