House No. 3 In January 1842, Mr. Stevenson asked the Committee on Finance to consider offering a law that declared the money received from the sale of federal public lands go first to debt payments. Mr. Thomas had the opposite view. The Constitution had not given the federal government the power to divide up the Treasury among the states, so the public lands money should not come to Massachusetts at all.
