Senate No. 70 On February 25, 1842, a Special Joint Committee, in response to petitions, reported a bill: An Act relating to the registry of
births, marriages, and deaths, 1842. Each jurisdiction was to appoint a person to superintend the burial grounds in the jurisdiction. This person was to
provide a report each April of all the burials during the year, with name, sex, age, and occupation. No one could be buried outside of a designated
ground unless the local clerk was notified. Clerks were already required to keep track of births and marriages. Every April the clerk would make a
report on these vital statistics to the Secretary of the Commonwealth, who would in turn send the Legislature a report. (Digitized from a microfilm

The special joint committee to whom was referred the petition of the American Academy of Arts and Sciences, and also the petition of the counsellors of the Massachusetts Medical Society, having had the same under consideration, report the accompanying bill.
