Senate No. 56 On February 18, 1842, the Committee on Manufactures, in response to a petition, reported a bill: An Act concerning the employment of
children in manufacturing establishments, 1842. School committees of the various jurisdictions were to vigorously prosecute all breaches of the 1836
act in which all children through age 11 were to be in school, not working. The penalty for the factory manager was $50/offense. (Digitized from a
microfilm copy of title originally held by the Library of Congress).
Title:   The Joint Committee on Manufactures, to whom was committed the petitions of Hezekiah Battelle and others, praying for a law regulating the employment of children in factories, and for the appointment of factory commissioners, respectfully report the accompanying bill.
