Senate No. 54 On February 17, 1842, a Special Committee of the Senate submitted: Resolves concerning the public faith, honor, and credit of the
state, 1842. The state had borrowed before and repaid its obligation, but there was a question if a state could repudiate its debt. Resolved: the
state Legislature should govern with the same moral compass as the people. Resolved: the state had the same obligation to a contract as anyone.
Resolved: the Commonwealth will cooperate with other states. Resolved: the Governor would circulate these resolves to other states. Mr. Mills added an
amendment: It was the duty of the present Legislature to repay $150,000 of state debt that year. (Digitized from a microfilm copy of title originally
