Senate No. 54 On February 17, 1842, a Special Committee of the Senate submitted: Resolves concerning the public faith, honor, and credit of the
state, 1842. The state had borrowed before and repaid its obligation, but there was a question if a state could repudiate its debt. Resolved: the
state Legislature should govern with the same moral compass as the people. Resolved: the state had the same obligation to a contract as anyone.
Resolved: the Commonwealth will cooperate with other states. Resolved: the Governor would circulate these resolves to other states. Mr. Mills added an
amendment: It was the duty of the present Legislature to repay $150,000 of state debt that year. (Digitized from a microfilm copy of title originally

Title:   The special committee of the Senate, to whom was referred so much of the governor's address as relates to the maintaining the public faith, honor and credit of the state, respectfully report the accompanying resolves.
