Senate No. 47 On February 15, 1842, the Committee on Railways and Canals, in response to an order, submitted a report: Before 1840, the mail had
been carried by stagecoach between Worcester and Springfield for $3,000/year. When the contract expired, the railroad arranged with the coach company
to take over the transport and billed the Postmaster General for a considerably higher sum. That sum was paid, but once the contract was over, the
Postmaster balked at the price the railroad wanted to continue service. The mail was caught in the middle. Equipped with subpoena powers, the
Committee acted as mediator. It heard from all the parties, did the math, and recommended the Western Railroad accept the Postmaster General's offer.
