Senate No. 42 On February 12, 1842, a Committee of the Senate recommended passage of a bill: An Act concerning the duty of assessors, 1842. It was the duty of the assessor of any city or town to assess a poll tax on every male over 21. The assessor could abate the tax when age or poverty prevented a person's ability to contribute to the public charges.
