Senate No. 23 On January 28, 1842, the Committee on the Judiciary, in response to an order to secure the franchise to citizens if the assessors
accidentally or on purpose failed to assess their property, reported it was inexpedient to legislate at that time. However, on January 29, the
Committee was again instructed to submit a bill: An Act concerning the duty of assessors, 1842. If, at least seven days prior to an election, anyone gave
notice in writing that he was a resident of a jurisdiction, it was the duty of the assessor to assess the person's property and enter the information

Ordered, that the Committee on the Judiciary inquire into the expediency of so amending the fifth section of the seventh chapter of the revised statutes, as to secure to all the citizens of this Commonwealth their right of franchise against the accidental or intentional omission of assessors to assess said citizens.
