Senate No. 17 The Committee on the Judiciary, in response to an order, submitted a bill: An Act in relation to taxation, 1842. No mortgagee of
real estate shall, for purposes of taxation, be deemed the owner of the property unless the mortgage had been broken. If an individual presents the
assessor a value for his property, the assessor can accept it and only make a second value if necessary. (Digitized from a microfilm copy of title
