House No. 65 The Committee on Accounts looked at the returns from the City of Boston re the Alien Passengers account. $2 was deposited for each
alien who came ashore in case the person became a public charge. Some people did have to be helped with that money, but there was still a lot left.
Boston had also received all it deserved for pauper assistance from other sources, as well as maintenance money for prisoners. However, the City of
Boston sent its excess alien passenger funds to the House of Correction to support alien paupers and prisoners. The Legislature asked for an opinion
from the Supreme Judicial Court, which decided the money could be spent on aliens who were in the House of Correction as paupers, but not for aliens who
were there for crimes. The Legislature sent an order for all the excess funds to be returned to the state. (Digitized from a microfilm copy of title
