House No. 31 An Act concerning the duties of County Commissioners, 1841. All roads laid out by county commissioners were to be paid for by the
county, but if a town objected to a route and offered another, the town paid for the alternate route. No Commissioner could be paid until his expense
account was audited. Each county had to publish its receipts and expenditures and also liabilities and assets, including money at interest.
