House No. 17 In February, an unnamed committee responded to a petition asking the Legislature to urge Congress to allow free colored foreigners
to become citizens of the United States with Resolves: Resolved: There was no reason why a free colored foreigner should not have the same privileges
as a white foreigner. Resolved: Congress should change the law so a free colored foreigner would be naturalized under the same conditions as any
foreigner. Resolved: The Governor would forward these resolves to the state's Congressional delegation to lay the same before the Congress. (Digitized

The committee, to whom were referred the petition of Elisha Huntington, and one hundred and ninety others, of Lowell, praying the Legislature to memorialize the Congress of the United States upon the existing state of the naturalization laws, asking for such alterations therein as would allow of free colored foreigners' becoming citizens of the United States, report the following resolves.
