House No. 11 The Committee on the Judiciary considered whether any legislation was necessary to protect suffrage and made a report. Four towns had
not paid taxes for over two years--were the voters then disenfranchised? The Constitution specifically said that if a person were exempt from
taxation, he could still vote. If no state or county tax was assessed in an area, those residents were still eligible to vote, so no further legislation

Ordered, that the Committee on the Judiciary be instructed to inquire whether any, and, if any, what further legislation is necessary to secure the right of suffrage to the citizens of this Commonwealth, residing in towns where no state or county tax is assessed.
