Senate No. 30 On February 15, 1841, the Committee on the Judiciary responded to the petition of Chester Adams with a bill: An Act to establish a
Police Court in the town of Charlestown, 1841. A Police Court was established in Charlestown, whose Justice had the same powers as a Justice of the
Peace, and was appointed by the Governor. The Court would have original jurisdiction when the plaintiff lived in Charlestown. The Court could issue
warrants and appeal from its decisions was allowed. The Court had to keep records of proceedings and financial matters. Criminal Court was to be held
at least twice a week and Civil Court held twice a month. Two special justices would be available as substitutes. Effective date: March 31, 1841.
