Senate No. 28 On February 15, 1841, as instructed, the Committee on the Judiciary issued a report. Betting on elections was an evil practice.
Those who did so should lose their voting rights. However, a law against betting would be easy to evade and hard to prove. Pennsylvania has such a law
now, so there should soon be information about its effectiveness. Until then, it was not expedient to legislate. (Digitized from a microfilm copy of

Ordered, that the Committee on the Judiciary inquire into the expediency of some legislation to check, and if possible, effectually prevent, the increasing evil consequent upon the practice of betting upon the result of elections.
