Senate No. 22 On February 8, 1841, the Committee on the Judiciary made a report. The practice of mortgaging personal property was very common and ripe for fraud. The Committee listed nine problems and offered a bill: An Act concerning mortgages of personal property, 1841. The bill emphasized clear descriptions and record keeping with the town clerk. It called for timely notice of actions and enough time for one party to respond. No mortgage could exceed one year.
