Senate No. 20 On January 6, 1841, the Committee on Manufactures reported a bill: An Act providing for measurement of upper leather, 1841. The
Inspector General of Leather and his deputies would follow the act. No unsealed upper leather could be sold to anyone for any purpose until it had been
inspected and sealed by a local inspector. There were fines for failure to comply and heavy fines for counterfeit seals. The inspector had to have
measuring equipment available. Inspecting fees were defined. (Digitized from a microfilm copy of title originally held by the Library of Congress).

The Committee on Manufactures, to whom were referred the several petitions praying for the appointment of measurers of upper leather, and the remonstrance against the same, have fully considered the subject, and beg leave to report the accompanying bill.
