Senate No. 19 On February 6, 1841, the Committee on the Judiciary reported on a petition by Aaron Phelps on contested town elections. The only way
to contest local elections was to apply to the Supreme Judicial Court, but the delay would render such a protest moot. The Committee offered a bill
to change the procedure: An Act in relation to contested elections of town officers, 1841. Ten or more voters who wished to contest a town election
had ten days to make application to a Justice of the Peace for another jurisdiction. If the Justice felt it was warranted, he could call a town
meeting in the original jurisdiction so the voters could decide if another election was appropriate. If another election was held, those elected would
