Senate No. 18 On February 4, 1841, the Joint Standing Committee on Roads and Bridges presented a bill: An Act relating to the duties of County Commissioners, 1841. When County Commissioners estimated an amount to be paid for a right of way, no money could be paid until possession was taken and work begun. That way, if plans suddenly changed, no money had changed hands. A land owner could still appeal any estimate. Senate No. 26 In this version, the same reasoning is applied to highway repairs. If a repair will likely damage someone's property, there would be no payment until the repair was actually completed. (Digitized from a microfilm copy of title originally held by the Library of Congress).
