Senate No. 16 On February 2, 1841, a Special Joint Committee responded to the petition of Josiah Newhall, et al., with a report. The petitioners
thought that toleration of the alcohol trade conferred a monopoly, so a grantee of a monopoly should be responsible for the expenses created by the
abuse of alcohol. The Committee thought this was a novel, but untenable, argument. Several laws had attempted to legislate moral behavior without much
success. The general public had to decide it wanted some evil controlled. Until then, laws to regulate an evil seemed only to invite evasion. The
Committee did not discern any general interest in trying to eradicate the liquor trade. (Digitized from a microfilm copy of title originally held by
