Senate No. 14 On January 30, 1841, the Committee on the Judiciary reported that imprisonment for debt could only be justified if the debtor
fraudulently concealed assets. An Act in relation to imprisonment for debt, 1841. A creditor could claim a debtor owed more than $20, that he had the means
to pay, and that he was a flight risk. A debtor could take the poor debtor's oath and be released, but eventually he had to prove that he could not
