Special Joint Comm. on the Bartlett Petition. Report, 1841
|
|
Senate No. 12 On January 25, 1841, a Special Joint Committee on the Bartlett petition issued a report. During the wars after the French Revolution, the French government and privateers seized many neutral ships and kept the cargoes, occasioning considerable loss to U.S. merchants. During the treaty negotiations after the war, the U.S. and France eventually agreed to drop compensation claims against each other, which left the U.S. merchants high and dry. The Committee thought the Congress should provide some relief and, through a Resolve, endorsed a bill in Congress to provide money and a Commission to adjudicate claims.
