Senate No. 12 On January 25, 1841, a Special Joint Committee on the Bartlett petition issued a report. During the wars after the French
Revolution, the French government and privateers seized many neutral ships and kept the cargoes, occasioning considerable loss to U.S. merchants. During the
treaty negotiations after the war, the U.S. and France eventually agreed to drop compensation claims against each other, which left the U.S. merchants
high and dry. The Committee thought the Congress should provide some relief and, through a Resolve, endorsed a bill in Congress to provide money and a

Title:
The special joint committee to which was referred the petition of William Bartlett and others, praying the Legislature to pass resolves, instructing our senators and requesting our representatives in Congress to vote for a bill now pending before that body, "to provide for the satisfaction of claims due to certain American citizens, for spoliations committed on their commerce prior to the 31st day of July, 1801," have considered that subject, and submit the following report.
