House No. 56 A Joint Special Committee on a Uniform Bankruptcy Law, created on February 13, 1840, submitted its report on March 13, 1840. The
report provided a brief history of bankruptcy law, and since a recent federal law forbid imprisonment for debt, the country really needed a uniform
bankruptcy law to help business function smoothly across state lines. Resolved: the relation of debtors and creditors ought to be governed by a uniform
law. Resolved: The protection of the rights of all citizens required Congress to exercise its authority to regulate commerce, create coinage, and pass
a uniform bankruptcy law. Resolved: American commerce wants a uniform law. Resolved: The Governor was requested to send the Resolves to the state

Ordered, that Messrs, Giles, of Cambridge, Rayner, of Boston, Carpenter, of Leyden, Fay, of New Braintree, and Partridge, of Walpole, with such as the Senate may join, be a committee, to consider and report resolutions, calling upon Congress to exercise its constitutional power to establish uniform laws on the subject of bankruptcies throughout the United States.
