Joint Comm. on the Census. Act for taking a census, 1840
|

House no. 47 On March 6, 1840, a Joint Committee submitted a bill in support of the pending Constitutional amendment: An Act for taking a census
of the inhabitants of this Commonwealth, 1840. Towns and cities were to take a census of their inhabitants on May 1 and then again every tenth year.
The enumerators were not to count prisoners, hospital patients, out-of-town students, or paupers. There were directions for the census takers, who
were to deliver the completed forms by June 20th, with stiff fines for failure to perform the count. The previous census act was repealed. As soon as
this act passed, the Governor was to notify the towns and cities to get ready. If the Constitutional amendment passed, then this act would remain in

Title:
The joint committee, who were directed to inquire what legislation may be necessary to provide for the contingency of the adoption of the amendment to the Constitution, recently agreed to by the General Court, have instructed me to submit the accompanying bill, as their report in part.
