House No. 41 On February 27, 1840, the committee charged with creating a bill that required notification of the assessor after a property sale,
sent in a report and a bill. It had not been common to notify the assessor after a property sale and that created problems. An Act to aid in assessing
and collecting public taxes, 1840. It was the duty of the seller to tell the assessor in writing of the date of sale, names of new owners, etc. An
assessor's bill was a lien on the property. If the seller failed to notify the assessor, he continued to be responsible for the taxes. (Digitized

Ordered, that, Messrs. Dodge, of Wenham, Whitman, of N. Bridgewater, Wells, of Boston, Williams, of Hubbardston, Allis, of Whateley, be a committee to consider the expediency of reporting a bill, making it the duty of the owners of real estate, on selling the same, to report to the assessors of the town in which such real estate is situated, on or before the last day of April in each year.
