House No. 38 On February 22, 1840, the Committee on Finance presented the Treasury figures on the state's debt. In 1839, the state had issued scrip amounting to $293,137 to cover the debt of that year. Since then, the state was living on borrowed money, with major debts due in 1842. Most of the ways to significantly cut costs would be major dislocations to the functions of the state. If the railroads did well [the state had a lot of money tied up in railroads], and if several other variables worked out, all would be well, but these were serious ifs.
