House No. 25 A Special Committee of the House reported An Act concerning the public health, 1840. Medical personnel had to separate and quarantine anyone with plague or smallpox, in a hospital if possible, at home if no other option. Only health care professionals could do inoculations and those people had to report the presence of smallpox or plague in the community.
