House. Special Comm. on Amendments. Report on amendments to the Constitution, 1840

House No. 10 Report on the amendments of the Constitution. On January 8, 1840, the amendments on file were directed to a Committee of fourteen men,
each representing a county. On January 23, 1840, the Committee presented its report. The first proposed amendment annulled Article 9 of the present
Constitution regarding the method of modifying the document. The Committee voted nine against, five in favor of the new amendment because it limited
amending the document to every ten years, regardless of any pressures to act more quickly. They felt the present article was better than the one
proposed. The other amendment had four parts. The Committee was in favor of basing the number of Senators on population rather than property. Page 12
had a table showing the property values of 1830 and the population for 1837 for each county. The second part of the amendment tried to manage the
election of representatives. The Committee approved this part and the parts about direct election of councilors and no property qualification for the
Governor or Legislators. A table on P. 19 showed how many representatives from each county would be elected by the new method. (Digitized from a
