Senate No. 46 On March 16, 1840, the Committee on the Judiciary proposed a new draft of An Act to establish a House of Correction for the counties of Hampshire, Hampden, Franklin and Berkshire, 1840. A Board of Overseers, with representatives from each county, would select the site and build a facility. The Overseers would hire a master, set up the rules and regulations, and then oversee the institution. The County Commissioners together would determine the contribution of each county. To be effective, the act had to be accepted by each county by September 1, 1840. (Digitized from a microfilm copy of title originally held by the Massachusetts State Library).
