Joint Standing Comm. on Prisons. Report, 1840
Senate No. 45 On March 16, 1840, the Joint Committee on Prisons submitted a report and a bill: The prison was doing well. An issue had arisen
about overcrowding and the committee had a suggestion: reduce a twenty year sentence to five years, a ten year sentence to four years, etc. This would
allow quicker turnover in the prison and would lighten the load on the Pardons Commission. An Act to reduce the term of time for the punishment of
certain crimes, 1840. The act laid out the specifics of sentence reduction. (Digitized from a microfilm copy of title originally held by the
Massachusetts State Library).
