Joint Comm. on Public Charitable Institutions. Report on the State Lunatic Hospital, 1840

Senate No. 43 On March 11, 1840, the Joint Committee on Public Charitable Institutions submitted a report in response to various directives. The
Committee provided a history of the New England Asylum for the Blind. About half the students were self-pay, but the rest could not pay; in 1839,
there were 65 students, of which 33 were charity students. It cost $12,250 to run the facility. Education of the blind had been a very successful
experiment. The Committee did not see any way to cut expenses and recommended continuing the blanket appropriation as opposed to funding individual
students. The Committee also visited the State Lunatic Hospital, were very impressed with its work, and also impressed by the Eye and Ear Infirmary in
Boston.
The Committee offered two Resolves: Resolve concerning the New England Asylum for the Blind, 1840. The trustees of the above institution were
directed to make an annual report, with financial statistics, to the Legislature each January. Resolve providing for the current expenses of the
State Lunatic Hospital, 1840. The Treasurer was to send the Hospital up to $8,000 to defray expenses. (Digitized from a microfilm copy of title

Title:
Ordered, that the Joint Committee on Public Charitable Institutions be instructed to inquire into the expediency of requiring the England Asylum for the Blind to make an annual report to the Legislature of the beneficiaries in that institution admitted and continued therein by order of the governor and council : and further to report on the expediency of paying said institution an annual sum for each beneficiary admitted as aforesaid in lieu of the annual grants made by resolves of March 9, 1830, and February 16, 1833.
