Senate No. 38 On March 4, 1840, the Committee on Education, having received a minority report and resolve, reported: Resolve, for the next five years, $1,000 per year would be apportioned by population to School Teachers' Associations that actually existed. Then followed the Minority report that was in favor of this support, arguing in a rather disjointed way about the need for teacher training outside of normal schools.
