Senate No. 24 The Committee on the Judiciary proposed An Act for the protection of the lives of passengers on railroads, steamboats, stage coaches, etc., 1840. If a life was lost due to carelessness of the proprietor, a fine of $1,000 would go to the heirs or creditors of the deceased. Ordered, that the Committee on the Judiciary, consider the expediency of providing by law for the recovery of damages from the proprietors of rail-roads, steam boats, and stage coaches, by the heirs of persons killed through the negligence or carelessness of said proprietors, or their agents.
