Senate No. 24 The Committee on the Judiciary proposed An Act for the protection of the lives of passengers on railroads, steamboats, stage coaches,
etc., 1840. If a life was lost due to carelessness of the proprietor, a fine of $1,000 would go to the heirs or creditors of the deceased.
