House No. 61 On February 17, 1836, the Committee on the Judiciary was ordered to consider criminalizing drunkenness, so in March, the Committee reported a bill: An Act to punish the crime of drunkenness, 1836. "Any person who shall be publicly and notoriously guilty of the crime of drunkenness" would be fined and spend a day in jail. If there were a third conviction, such a person would be a common drunk.
