SEE ALSO 52921 House No. 54 On March 23, 1836, the Committee on Education issued a report in response to an order of January 20, 1836. In
Massachusetts, it was everyone's responsibility to support the common schools whether they had children attending or not. The Legislature had been talking
about teachers' colleges for years, but had not built one. Should that come first, or should there be a State Superintendent of Schools first? The
decision was: An Act to establish a Superintendent of Common Schools, 1836. The Governor was to appoint a suitable person for a three year term at
$2,000/year plus office expense. The person was to visit schools around the state and make an annual report with his opinions on several topics aimed at
