House No. 46 Report of the Joint Special Committee to whom was referred the petition of the heirs of Gilbert Dench. Dench was a freighting contractor during the Revolutionary War. His contracts always specified he was to be paid in specie and he was to pay his employees in specie. He did that, but Massachusetts only paid him in paper, so he suffered substantial losses. He tried to make a claim later, when Massachusetts was trying to be reimbursed by the federal government for state expenses, but was told he had to apply to Congress. He did, but they told him to go to Massachusetts to be reimbursed. His claim was viewed as valid in 1794, but no one would pay him. He died before he could settle the matter. His heirs were asking for a settlement of the claim. Many documents were submitted with the memorial. On p. 36, the Joint Committee issued a Resolve: On the petition of the heirs of Gilbert Dench, 1836. The Governor is authorized to pay the heirs of Dench $4,704 for losses sustained.
