House No. 12 A special committee of five men reported a bill: An Act to incorporate the Boston harbor Ice & Tow boat company, 1836. Seward Porter
and his associates were incorporated as above to keep a passage open through the harbor ice for the passage and towing of vessels in and out of the
harbor. There was a schedule of payment for service. Disputes about service and payment were to be managed by the Chamber of Commerce. (Digitized
