House No. 7 On January 9, 1836, a three man committee was created to consider a law requiring bank officers to swear not to charge or receive a
higher rate of interest than was allowed by law or to take more than the fair market rate of exchange. (Digitized from a microfilm copy of title
originally held by the Library of Congress).
Title:   Ordered, that, Messrs. Williams, of Boston, Simmons, of Roxbury, and Peabody of Salem, be a committee to consider and report to this House the expediency of providing by law, that hereafter all Directors, Officers and Clerks of the several banks in the Commonwealth shall be required to make solemn oath before a notary public or a magistrate ... .
