Joint Special Comm. on the City of Lowell. Act to establish the City of Lowell, 1836
Senate No. 45 On March 3, 1836, a joint special committee reported a bill: Ab Act to establish the City of Lowell, 1836. The inhabitants of the
Town of Lowell would now inhabit the City of Lowell. There would be a Mayor and City Council, with directions for their election and duties while in
office. There would be a clerk and several other city officers, with instructions for their election and duties. All council meetings were to be open.
There were directions for the conduct of the first meeting of city government and for the election of county, state, and federal officials. The
citizens of the Town of Lowell had to accept the text of the bill in order for it to be effective. (Digitized from a microfilm copy of title originally
